Scale limit configs are now in the server config file (found in the world folder), and get synced to the client

Fix scaled Wither shooting skulls from incorrect position
Fix potential player collision desync
Fix player collision issues when moving up while shrinking
Potentially fix issues with scale persistence desyncing
